Click edit your profile at the top of the page then in the control panel edit avatar.

If you look on this post you'll see in the blue bar the number of the post (#26) and next to it a R+... if you click that you can give the person an I approve or disapprove. The under the blue bar you have that persons date joined, post count and rep power and the power is decided by how many people have given an approved reputation and by how many posts they've made.
It doesn't really mean anything on here as no one gets awarded for having a higher reputation but is a way of thanking the person for a useful post.
To get an avatar, if you click on 'Edit your profile' at the top of the page (middle one) you've got the avatar option on the left. But as explained in one of the other posts here you can only upload one from your computer as it doesn't like links for some reason which means you need to follow the specs (size in kb and length).
